Does "He is a bank" meaning anything?
I was listening to the interview and a guy started his answer with the words: "No, he is a bank". From following sentences I've got what he wanted to answer to a reporter, but "he's a bank" remains a bit of a mystery to me.

Yes …. He is a bank means he is definitely going to be part of the plan. It’s being used in a shorthand way (and the guy has a foreign accent so it’s a bit difficult to hear)
A common expression is
You can bank on that
=
That will definitely happen
Messi is such a good player you could bank on him scoring a goal in every game
You’re not going deaf😀
